Antipinsky Oil Refinery. Gaining Momentum
On January 29, 2014 an official ceremony dedicated to the commissioning of ELOU AT-3 oil refining unit was held at Antipinsky Oil Refinery as a result of which the oil refining capacity of the enterprise exceeded 7.5 million tons. Chairman of the State Duma of the Russian Federation Sergei NARYSHKIN, Tyumen Regional Governor Vladimir YAKUSHEV, Chairman of the Board of Directors of Antipinsky Oil Refinery CJSC Dmitry MAZUROV, General Director of Antipinsky Oil Refinery CJSC Gennady LISOVICHENKO, investors, partners, and the refinery employees took part in the event. Rapidly developing its industrial facilities Antipinsky Oil Refinery CJSC is confidently taking the lead among Russian private enterprises as to its oil refining capacity.
The construction of Antipinsky Oil Refinery began in 2004 at the time period which was very difficult for Russian economy. However, the operational strategy made it possible to adhere to developed plans. The enterprise has worked out its special principle and slogan of successful work: “Strategies. Technologies. Innovations.”
The building of the refinery from scratch with a potential output of a wide range of products requires considerable capital investments. That is why the enterprise is built step-by-step in workflow phases. Each phase implies the organization of a complete production cycle.
Thus, the first phase was built in two years after the establishment of the refinery. The refinery’s personnel at that time numbered approximately 250 people and the first batch of products was sold by a local Tyumen company. The estimated capacity then amounted to 400 thousand tons of oil products p.a. and in two years it grew up to 740 thousand tons p.a. due to modernization.
In May 2010 the second phase of the refinery was commissioned. The enterprise began to produce directly distilled gasoline, commercial-grade diesel fuel and commercial-grade fuel oils. The capacity of the phase made up 2.75 million tons of refined crude p.a..
At the end of 2012 it achieved 3.5 million tons due to modernization. Therefore, the aggregate capacity of the refinery amounted to 4.2 million tons p.a. by the end of 2012.
Simultaneously the enterprise was busy with the reconstruction of Antipino Railway Station where a Finished Product Sector was built for transportation of light oil products by rail. The products in demand on the market became a visiting card of the enterprise.
The construction of the third workflow phase with the highest capacity was divided into stages. The first stage was completed in January 2014: ELOU AT-3 oil refining unit with the capacity of 3.7 million tons p.a. was put into operation as a result of which the crude refining capacity of the enterprise exceeded 7.5 million tons p.a. At the same time several off-site facilities were commissioned: the tank farm for commercial-grade diesel fuel with the volume of 80 thousand tons, the tank farm for crude oil with the volume of 60 thousand tons, plus up-to-date five-stage treatment facilities. It will make it possible to reuse up to 60% of purified effluents for technical purposes of the refinery and to make the remaining 40% of water meet hygienic requirements applied to surface water protection and channel it to the Tura River.

The management team of Antipinsky Oil Refinery pays special attention to the problems of environmental safety. The accredited eco-analytical laboratory of the refinery exercises quality control over effluents at all stages of treatment. An ecology department has been formed at the accredited chemical-analytical laboratory of the refinery. It keeps regular monitoring of the environment, surface and waste water condition.
To reduce impact on the environment a number of technological solutions were developed already at the design stage of the refinery making it possible to minimize water consumption and, consequently, wastewater discharge and pollutant emissions to the atmosphere, as well as to avoid contamination of the soil and ground waters with oil and oil products.
Treatment facilities intended for industrial wastewater treatment consist of preliminary wastewater treatment block, physical-chemical wastewater treatment block, biological wastewater treatment block, and wastewater advanced post-treatment block using sorption carbon filters.
All in all, in 2013 Antipinsky Oil Refinery spent more than 3.8 billion rubles for the construction of treatment facilities, industrial security and environmental safety.
The second stage of the third workflow phase of Antipinsky Oil Refinery is to be completed at the end of 2014. The diesel fuel hydrotreating unit will be built within its framework. To guarantee its operation the hydrogen production unit with the gas amine treatment block and elemental sulfur production unit with the granulation block are planned to be constructed. As a result diesel fuel will be improved as required by euro-5 standard.
At the third stage the oil processing depth will increase up to 94% due to commissioning of a combined deferred tar carbonization unit with a fuel-oil vacuum distillation block in the fourth quarter of 2015. The output of diesel fuel will grow up to 50% of the total refinery volume. In 2016 the enterprise will transfer to the production of high-octane gasoline of Euro-5 standard with the octane number of no lower than 95 points after commissioning of the gasoline reforming unit with the catalyst permanent regeneration and isomerization block.
In 2017-2018 it is planned to build and commission the vacuum gasoil hydrocracking unit, and the refinery’s own vacuum gasoil from the deferred carbonization unit and the vacuum block will be used as the raw material for it. In addition to that the second hydrogen production unit and off-site facilities will be built.

Antipinsky Oil Refinery CJSC pursues an active social policy: it solves the issues of providing corporate housing, arranges for medical service, renders financial assistance to its employees. Some of priority areas of its social program are as follows: free instruction and additional proficiency training, inviting students of oil-industry higher educational establishments to the refinery for work practice with subsequent employment of some of them after graduation at the enterprise, leisure time activities. Besides, the enterprise renders charity support to orphans, disabled, and other lower-income categories of population.
